7.2 Explanation of Responibilities
This section describes the responsibilities of the Owner, Consultant, and Melbourne Water for the provision of waterways and drainage Works by Agreement specifically in relation to survey requirements.
Owner
The Owner undertakes the following:
- Engages a licensed surveyor to be responsible for the provision of 'as constructed' information as specified in this document.
- Engages a Consultant to be responsible for design, contract administration and supervision of Works.
- Ensures that all required written notice is given to property owners, contractors and nominated representatives within three working days.
- Agrees to pay any intensive audits charges to Melbourne Water.
- Ensures that 'as constructed' information is submitted to Melbourne Water as specified in this document.
- Ensures that all Works are performed in accordance with the requirements of the Victorian Occupational Health and Safety Act 2004.
- Ensures that all work within a confined space is performed in accordance with Melbourne Water Confined Space Procedures 2000 (or as superseded by current version).
- Ensures that all work within an excavation satisfies the requirements of the Victorian Occupational Health and Safety Act 2004.
- Ensures that all uncovered or exposed Works are not left unattended unless securely covered or fenced off to prevent unauthorised access.
- Ensures that environmental impacts are minimised.
Consultant
The Consultant is responsible for the design, supervision of construction and certification of the Works on behalf of the Owner.
Within this responsibility, the Consultant undertakes the following:
- Operation under a third party certified quality management system acceptable to Melbourne Water
- Facilitation of any quality audits undertaken by Melbourne Water
- Ensuring precautions are taken to protect all services in accordance with any conditions specified by the controlling authority, and taking any necessary actions
- Ensuring that the 'as constructed' details of the Works are recorded and certified by the Licensed Surveyor in accordance with this document and forwarded to Melbourne Water prior to an Acceptance of Works certificate being issued by Melbourne Water
- Certification that the whole Works project is complete by completing the Consultant's 'As Constructed' Certification form and forwarded to Melbourne Water.
Melbourne Water
Melbourne Water undertakes the following:
- Determines the quality management strategy and requirements for the Works
- Undertakes audit activities, surveillance and inspections as it may see fit to confirm compliance with the requirements of this document
- Provides acknowledgment after receiving certification of 'as constructed' survey information from the Consultant.
