7.3 Summary of Development Process
Key Steps
Key steps which involve interaction between the Owner and Melbourne Water and which are relevant to survey activities include the following:
- Referral of Planning applications for subdivision and other purposes by Councils to Melbourne Water
- Inclusion of Melbourne Water conditions in Planning Permits requiring an agreement between the Owner and Melbourne Water for the provision of drainage Works
- Establishment of Conditions of Agreement between the Owner and Melbourne Water
- As a condition of Agreement, the Owner must provide:
- Survey control information upon request and
- 'As constructed' survey information
- Melbourne Water issues:
- Letter of Release for the subdivision
- Acceptance of Works to Consultant
- Defects Liability Period commences upon completion of Works and receipt of 'as constructed' survey information
- Works are vested in Melbourne Water when the Defects Liability Period ends
- Melbourne Water issues Certificate of Completion.
Agreement overview
Under the Agreement between Melbourne Water and the Owner, the Consultant is required to certify that Melbourne Water's requirements have been complied with. Melbourne Water holds the Consultant fully accountable for the accuracy of the certification.
Quality assurance
Quality Assurance requires the consideration of quality at all stages of the planning, design, construction and maintenance of the Works. Melbourne Water has adopted the AS/NZS ISO9000 series of quality standards as the basis of the quality assurance strategy for land development.
Melbourne Water requires Developer/Owners/Consultants to project manage the provision of necessary Works in accordance with the requirements of the AS/NZS ISO9001 quality standard, and to certify that the Works provided meet Melbourne Water's requirements.
The Consultant must provide certification of compliance with Melbourne Water's requirements at all key stages of the design and construction of all Works, and is responsible for the accuracy of such certification and the quality of the Works. Full details are set out in Melbourne Water's "Standard Conditions for Provision of Drainage Works by Agreement".
Certification
Under the Agreement between Melbourne Water and the Owner, the Consultant (acting on behalf of the Owner) must complete and submit the 'As Constructed' Consultant's Certification form.
The Licensed Surveyor is to certify 'as constructed' information on the annotated design plan to meet specified accuracies as stated in this document.
Consultant's Certification
Upon completion of Works, Melbourne Water requires the Owner (or nominated representative) to submit 'as constructed' information. This information must be received by Melbourne Water before the defects liability period can commence. The Consultant's 'As Constructed' Certification form must be completed, signed and forwarded to Melbourne Water at this time. Refer to 'Part IV - Forms' for a copy of the form.
Acceptance of Consultant's Certification
In regard to the accuracy of the Consultant's 'As Constructed' Certification:
- The Consultant is responsible at all times for the accuracy
- Upon submission to Melbourne Water, this certification will be subject to an acceptance review to check if they have been properly completed and submitted, however Melbourne Water accepts no responsibility for its accuracy
