Please check the website maps to see the boundaries of the new schemes. An interim residential hydraulic contribution rate of $21,000 and interim residential water quality contribution rate of $11,000 apply in all these schemes effective immediately.

An interim residential hydraulic contribution rate of $21,000/ha applies in both schemes from 5 October 2008. All developments in these schemes are required to provide 'at source' water quality treatment, but in a case where this is not practical, an interim residential water quality contribution rate of $11,000/ha will also apply.

16-Jul-2008 Amendment 264	Contribution Rates	The Wallan Street Drain DS (6535) has been converted to a drainage strategy in consultation with the owners of the remaining developable land. No contribution rates will apply within the strategy boundary, and no reimbursements for works will be applicable. This change is effective immediately.

21-Apr-2008 Amendment 253	General	As part of Melbourne Water's commitment to improvement, the Land Development Manual web site has been updated following an extensive review of the engineering content, standard drawings and forms. Each section has also been numbered for ease of navigation through the site. Comments on the updated website are welcome.
16-Apr-2008 Amendment 252	Contribution Rates	Melbourne Water has approved an increase to the Stormwater Quality Offset Rates, which are used to consistently and equitably apply water quality standards to all urban development inside and outside of drainage schemes. These rates provide a mechanism for developers who cannot meet stormwater quality standards for their development to pay an offset to Melbourne Water who will provide treatment elsewhere in the catchment. For all areas outside of greenfield drainage schemes and in redevelopment schemes, the Stormwater Quality Offset Rate will increase. The Stormwater Quality Offset Rates also apply in greenfield drainage schemes where adequate water quality measures have not been provided. For these schemes the water quality component of the contribution will be increased. All new rates have been published in the contributions section of the LDM and will be effective from 15 June 2008. Further information on the offset strategy and the ability to reduce water quality contributions can be found in the LDM and the Stormwater Quality Offset Fact Sheet (115kb PDF Document). Please note that the rate rise for Derrimut DS (4100) published on 5 March 2008 is now superseded by the new rate resulting from the increased Stormwater Quality Offset Rates. The new rate for this scheme will be effective from 15 June 2008. As a result of annual financial reviews, the contribution rates for Baxter West DS (2323) and Broad Gully DS (4653) have decreased, and the new rates are effective immediately. As a result of annual financial reviews, the contribution rates for Troups Creek West Branch DS (0606), Golf Links Road DS (0629), Cranbourne Central DS (0703), Bowen Road DS (1124), Lathams Road DS (1230), Kinlora DS (2326) and Skeleton Creek South DS (4070) have increased, and will be effective from 15 June 2008. Please note that for some of these schemes a portion of the rise is attributable to the increase in Stormwater Quality Offset Rates.

20-Jun-2007 Amendment 232	Agreement Information	Melbourne Water has recently completed an industry-supported review of its drainage pipeline refund rates. The new rates are based on recent costs of actual Melbourne Water drainage pipeline projects undertaken by contractors. The review also determined that earthworks rates vary with differences in the geology of the underlying soil, and therefore three geological regions have been identified, with differing pipeline refund rates applying in each. 4-Jun-2007 Amendment 230	Scheme Maps	Bunyip West Development Services Scheme (2883) is a new Greenfield scheme that has been created from part of the existing Bunyip Township Development Services Scheme (2881). Some land to the west of the existing scheme is also included in the new scheme. A Preliminary residential hydraulic contribution rate of $47,283/ha and a Preliminary residential water quality contribution rate of $7,682/ha applies from 4th August 2007.

Toolern Creek Development Services Scheme (8201) is a new Greenfield scheme in the Shire of Melton. All developments in this scheme are required to provide 'at source' water quality treatment, but in a case where this is not practical, an interim residential water quality contribution rate of $11,000/ha will also apply. Melbourne Water has approved the disaggregation of Laverton Creek DS (4080) into three new Greenfield schemes. Preliminary rates have been approved for Dohertys Drain Development Services Scheme (4088) and Laverton Creek Development Services Scheme (4080) and are effective from 5 May 2007, while the preliminary rate for Kayes Drain Development Services Scheme (4090) is effective immediately.

5-Jan-2007 Amendment 220	Contribution Rates	Melbourne Water is increasing its interim contribution rate for greenfield schemes from $21,000/ha to $32,000/ha (hydraulic component $21,000/ha and water quality component $11,000/ha). This follows an extensive review of the interim contribution rate involving consultation and support from the Drainage Scheme Review Group, which involved a number of industry representatives. A standard interim contribution rate is applied when work commences on preparation of a new scheme, and applies until either a preliminary rate (forecast final rate) or a final rate is adopted. The interim contribution rate is intended to be 'typical' of the final rates applied in greenfield schemes. The current interim contribution rate has remained unchanged since 1998, and therefore understates the cost of providing drainage infrastructure. The new interim rate is an average of the final rates adopted in recent schemes, and hence provides improved equity between early and late developers. Note that developers should not rely on any interim contribution rate for undertaking development feasibility assessments as catchment specific issues may result in a higher final rate. This contribution rate rise is effective in two months time, from 5 March 2007. It is intended that the interim contribution rate will be reviewed on an annual basis in future. The affected schemes are Lyndhurst DS (0711), Grasmere Creek DS (1302), Abrehart Road DS (1612), Bunyip Township DS (2881), Cherrys Creek DS (4101), Taylors Creek DS (6529), Wallan Street Drain DS (6535), Kalkallo Creek DS (6550), Harpers Creek DS (6814), Lollypop Creek DS (7701), Brookfield DS (8060) and Hogans Road DS (8090).

10-Oct-2006 Amendment 211	General	Important Changes to Stormwater Quality Requirements for Residential Subdivisions On 9 October 2006, the new Sustainable Neighbourhoods Provisions (Clause 56 - Residential Subdivisions) came into effect (http://www.dse.vic.gov.au/planning/). The new provisions require that the urban stormwater management system 'must be designed to meet the current best practice performance objectives for stormwater quality, as contained in the Urban Stormwater Best Practice Environmental Management Guidelines' (Clause 56.07-4). Within the Port Phillip and Westernport catchments it may be possible to satisfy the water quality requirements in Clause 56 through a financial contribution towards regional works (stormwater quality offsets). These offsets may be available for developments which are located inside a greenfield scheme which provides stormwater quality works and for smaller developments outside of schemes (less than 1 ha). Councils, as the Responsible Authority for implementing Clause 56 will determine whether a development may satisfy the stormwater quality objectives through offsets. Where the Responsible Authority wishes to grant a developer the option of an offset, an application should be made to Melbourne Water in the prescribed form. The application form must be completed in full, including endorsement by the Responsible Authority of the performance standard that is to be achieved through offsets. Current arrangements still apply for industrial and commercial developments referred to Melbourne Water. 21-Nov-2005 Amendment 178	General	As of 18 November Melbourne Water's responsibilities for floodplain, regional drainage and waterway management have been extended to cover the majority of the Port Phillip and Westernport catchment, as indicated in the map below. The boundary extension was approved by the Minister for Water and published in a special edition of the Victorian Government Gazette (#224). Melbourne Water has been working with the Councils in the new areas to prepare for the handover of these management responsibilities and has also created a new "Rivers and Drainage" group to provide an ongoing single point for focused delivery of these services. We look forward to working with developers and consultants in this new region. In the case of new subdivisions and developments, Melbourne Water will be the referral authority (through local councils). As the referral authority, we will work with applicants to ensure proposed developments meet current standards for drainage. This is a consultative process to help applicants plan and develop properties, buildings and structures so they are safe from flooding without compromising the safety of other properties, and do not adversely impact upon waterway environments.

A Preliminary residential hydraulic contribution rate of $94,770/ha and a Preliminary residential water quality contribution rate of $7,356/ha applies from 4th January 2006. Note that no Residential High-Density rate applies in the new scheme. Works proposed as a part of the new scheme will also provide best-practice water quality treatment in the existing Homestead Road (0613) and O'Sheas Road (0614) Drainage Schemes. As a result, the contribution rates in these two schemes have been amended. Homestead Road DS (0613) has an increased water quality rate which will apply from 4th January 2006, while the water quality rate in O'Sheas Road DS (0614) has decreased and will apply immediately.

26-Aug-2005 Amendment 168	Contribution Rates	Melbourne Water has approved the establishment of five new drainage schemes, which are parts of Area 3 of the former Skeleton Creek Drainage Scheme. The new contribution rates for Skeleton Creek South DS (4070), Skeleton Creek East DS (4073) and Tarneit Creek DS (4079) are effective immediately. The new contribution rates for Sayers Drain DS (4072) and Forsyth Road Drain DS (4077) are applicable from October 26th, 2005. The remaining portion of Area 3 is now known as Laverton RAAF DS (4077A). Area 1 is now known as Skeleton Creek Area 1 DS (4070A). Area 2 is now known as Skeleton Creek Area 2 DS (4074). Existing contribution rates will continue to apply in these schemes, but a stormwater quality offset rate will be introduced from 26th October, 2005. Note that the northern portion of the former Skeleton Creek DS (i.e. north of Leakes Road) is no longer part of any Greenfield drainage scheme as it is outside the 2030 Urban Growth Boundary, but the Wyndham stormwater quality offset rate applies in this area from 1 September 2005.

8-Aug-2005 Amendment 166	General	Changes to Consultants Design Fees Melbourne Water has revised the reimbursement calculation for consultants design fees. The amendment generally increases payments made for design work and follows consultation with the Association of Land Development Engineers (ALDE) and the Urban Development Institute of Australia (UDIA). Key points on the new fee scale are: The middle line graph in the Association of Consulting Engineers Australia (ACEA) percentage fee scale has been adopted. This line represents work of average complexity which more accurately reflects current design standards. A fixed percentage fee of 25% applies to projects of less than $20,000 in value A sliding fee scale applies for projects up to $1 million A negotiated fee applies for projects around or above $1 million (mutually agreeable to both parties) Reimbursements will not be split into separate civil and landscaping works The new arrangements are effective from 1 August 2005 and extend to all current offers (issued prior to 1 August 2005) where acceptances are yet to be received by Melbourne Water. Offers accepted prior to 1 August 2005 are not covered by the new arrangements.

30-Jun-2005 Amendment 159	General	Changes to Developer Charges ESC Price Determination for 2005/06 to 2007/08 The ESC is the independent economic regulator established by the State Government of Victoria to regulate prescribed essential utility services supplied by the electricity, gas, water, ports, grain handling and rail freight industries and aspects of the insurance industry. The Commission took on responsibility for regulating the Victorian water industry from 1 January 2004. The first price determination for residential and non-residential water, sewer and drainage services for customers in metropolitan Melbourne and most of regional Victoria was released in June 2005 and covers the period 2005/06 to 2007/08. The ESC has determined that the pre-tax real discount rate used to convert future cash flows into present value terms, for calculating developer charges, shall change to 5.2%, replacing the current 8.2%. This application of the new discount rate has been limited to active drainage schemes in economic balance at current contribution rates. The new discount rate has affected scheme per hectare charges by up to +/-10 per cent. 2 months notice will apply for rate increases, rate decreases will be effective immediately. Corridor Charges and Process Cost Recovery fees discontinued As previously advised, Corridor contributions will be discontinued from 1 July 2005. The following Process Cost Recovery fees will also be discontinued from the same date in order to reduce transaction costs and improve service efficiency : Non Works Offer Application fee ($75) Works Offer Application fee ($100-$300) Works Offer Acceptance fee ($2,200) Notice of changes to Greenfield Drainage Scheme Contributions for developments < 0.4 ha In the interests of efficiency gains developments less than 0.4 ha in Greenfield Drainage Schemes referred to Melbourne Water as of 1st September 2005 will no longer be required to pay contribution rates. Stormwater Quality Offset Strategy The Melbourne Water Board have approved the introduction of a Stormwater Quality Offset Strategy to consistently and equitably apply water quality standards to all urban development inside and outside of drainage schemes. The strategy provides a mechanism for developers who cannot meet stormwater quality standards for their development to pay an offset to Melbourne Water who will provide treatment elsewhere in the catchment. In drainage schemes, where adequate water quality measures have not previously been planned, the water quality component of the contribution will be increased. Increases have been capped at 25% or $4000/ha. Outside of greenfield drainage schemes and in redevelopment schemes, a general area water quality rate will apply. This general area water quality rate will replace corridor charges. All new rates have been published in the contributions section of the LDM and will be effective from 1st September 2005. Redevelopment Drainage Schemes The Melbourne Water Board has recently approved two Redevelopment Drainage Schemes (RDS). These Schemes are Fulton Rd RDS in the City of Whitehorse and Maidstone-Braybrook RDS in the City of Maribyrnong. Redevelopment Drainage Schemes ensure that redevelopment of a catchment does not result in the existing level of drainage service being diminished. Works are sized to cater for the increased runoff resulting from denser urban development. The cost of these works is apportioned back to those who develop. Contributions will be applicable from 1 September 2005 and can be calculated by visiting the Land Development Manual (LDM) contributions sections and clicking on the "calculate" link.
29-Jun-2005 Amendment 157	General	Pending a detailed rewriting of the Manual (underway), information relating to Melbourne Water's transition from the Australian Map Grid (AMG) coordinate system to the international GDA94 System has been included in the "Technical Guidelines and Requirements" part of the manual (As-Constructed Survey Requirements). All projects commenced after July 18, 2005 will have a requirement for any spatial data provided to be provided in GDA94 MGA55.

The Melbourne Water Board also approved the establishment and final rates of Mernda South Drainage Scheme (4634) and Mernda North Drainage Scheme (6004). The new rates for these schemes are effective immediately.

4-Aug-2004 Amendment 127	General	With assistance from Melbourne Water and the Environmental Protection Authority, the City of Casey, and the Shires of Cardinia and Mornington Peninsula have developed a "Site Environmental Management Plan" (Site EMP) to identify the environmental risks applicable to a given site, the likelihood and consequence of these risks, and appropriate measures to manage the risks. It is intended that the Site EMP will become a standard document used widely by the development industry to identify and manage environmental risks. The LDM website has been upgraded. By clicking on the "Site Management Plans" icon in the navigation toolbox on the home page (left hand side, between the "maps" and "contribution rates" icons), access is obtained to detailed guidance notes (designed to be printed in A4 size) together with a template suitable for a A1 size plan.

17-Jun-2004 Amendment 125	Contribution Rates	Mernda DS (6004) has been divided into three schemes and preliminary residential rates have been approved for each. Mernda North DS (6004) has a new rate of $62,000, Mernda Central DS (4635) has a new rate of $44,000, and Mernda South DS (4634) has a new rate of $67,000. 4-Jun-2004 Amendment 124	Scheme Maps	Melbourne Water has exempted a part of a drainage scheme from rates and has modified scheme boundaries for a further three drainage schemes. The boundary between Skeleton Creek Drainage Scheme (4070) and Cheetham Creek Drainage Scheme (4047) has been amended to reflect drainage patterns. The southern portions of Willowgreen and Waterhaven Estates are now part of the Skeleton Creek Drainage Scheme, consistent with the direction of drainage. No contribution rates will be charged for the portion of Boardwalk Estate within Cheetham Creek Drainage Scheme (4047). Works are being constructed in lieu of contributions for this part of the scheme. The boundary of Deep Creek South Drainage Scheme (1601) has been amended. Land to the south-west that is being rezoned for development is now included in the scheme.
4-Jun-2004 Amendment 123	Contribution Rates	Melbourne Water has completed a review of five active drainage schemes. For Deep Creek South Drainage Scheme (1601), the current contribution rates are $22,770 per hectare for residential development and $34,155 per hectare for industrial development. They will increase to $25,047 per hectare for residential development and $37,571 per hectare for industrial development in two months time. For Lyndhurst North Drainage Scheme (705) the current contribution rates are $31,206 per hectare for residential development and $46,809 per hectare for industrial development. They will increase to $34,327 per hectare for residential development and $51,491 per hectare for industrial development in two months time. For Pakenham West Drainage Scheme (1507) the applicable rates are now $19,189 per hectare for residential development and $28,784 per hectare for industrial development. Previously the rates were $19,344 per hectare and $29,016 per hectare respectively. For Rockleigh Park Drainage Scheme (518) the current contribution rates of $8,691 per hectare for low-density residential development will increase to $9,417 per hectare in two months time. For Ti-Tree Creek Drainage Scheme (619) the applicable rates are now $22,879 per hectare for residential development and $34,319 per hectare for industrial development. Previously the rates were $23,367 per hectare and $35,050 per hectare respectively.

For East Moreton DS, the current contribution rates are $32,518 per hectare for residential development and $48,777 per hectare for industrial development. For Edrington Park DS the applicable rate is now $20,412 per hectare for residential development and $30,618 per hectare for industrial development. Previously the rates were $22,408 per hectare and $33,612 per hectare respectively. For Burgess Street DS the applicable rate for industrial/commercial development is now $30,944 per hectare. Previously it was $34,438 per hectare. For Lathams Road DS the applicable rates are now $13,523 per hectare for residential development and $20,285 per hectare for industrial development. Previously the rates were $13,576 per hectare and $20,364 per hectare respectively. For Blackflat Road DS the applicable rates are $34,367 per hectare for residential development less than or equal to 4,000 square metres and $25,755 per hectare for residential development greater than 4,000 square metres. The new rates are $27,171 per hectare for residential properties and $41,566 per hectare for industrial development, effective 4 April 2004. Low density residential rates have been removed, standard residential density rates have been lowered to $16,649 per hectare and industrial rates have been lowered to $24,973 per hectare, effective immediately.

This final rate will again be reviewed once tenders are received for the remodelling of the Edithvale Road Drain works. Lyndhurst Drainage Scheme (711) is a new scheme being prepared for approximately 460ha of land generally bound by Cranbourne Railway Line to the east, Dandenong-Hastings Rd to the west, and Breens Rd to the south. A periodic review of the Pakenham West Drainage Scheme was recently completed with the reduced rate being effective immediately. 14-Oct-2003 Amendment 111	General	Enhanced drainage scheme map navigation and resolution features User feedback is an important source of input to ongoing enhancements to the Land Development web site. The Drainage scheme area maps form a key feature of the web site. Subscribers using the scheme map feature have reported a number of shortcomings when ascertaining if their development lies within a drainage scheme (or corridor) and what the applicable contribution rates are. Problems included poor picture resolution and a hit and miss method of drilling down through the three layer map base. The maps and navigation tools have now been enhanced. Maps may now be accessed via key maps overlaid with a Melway page grid with major roads labelled. Alternatively a drop down list of Melway pages appears on the key maps or a subscriber can access the maps via a short cut key from the contribution rates table. The scheme maps are also clearer and faster loading.

10-Jul-2003 Amendment 98	General	As of 1 July 2003, subscribers will no longer be required to pay an annual fee for full access to the Land Development manual. This decision has been made in the interests of encouraging usage. All subscribers (existing and new) will still be required to access the site by providing details of their user name and pass word, so that they will continue to receive relevant email correspondence. Generally no new subscribers will be accepted from organisations already subscribing to the LDM unless a good reason is provided, in order to keep website support costs to an acceptable level. As fees are no longer payable it will no longer be necessary to renew subscriptions annually. However subscribers who have not accessed the LDM for a period of six months may be contacted regarding having their access cancelled. 15-Jan-2003 Amendment 84	General	DADS CONTRIBUTION DISCONTINUED A recent review of Melbourne Water's developer charges supports the continuing need for cost recovery of works downstream of drainage schemes, where the works are to cater for to altered flows and water pollution attributable to development within the upstream drainage schemes. The review also identified that improvements in nexus and transparency could be achieved by incorporating the cost of such downstream works into individual drainage schemes. As the Development of Authorities Drainage System (DADS) contribution rate was based on the cost of regional catchment works rather than those attributable to individual drainage schemes, it has been discontinued in favour of reviewing and updating individual drainage schemes. The review process is expected to take a considerable period of time to complete. During this period there will be no DADS replacement charge levied. Therefore, effective from Friday 20 December 2002, the DADS contribution no longer applies as a component of developer contributions for drainage schemes. The decision to discontinue DADS was noted by the Board of Melbourne Water on Thursday 19 December. · The effective date is 20 December 2002. All offers made from this date forward no longer include DADS. · All payments stamped "received" or "paid" by Melbourne Water from this date onwards will have the DADS component refunded. · Any area credits processed on or after 20 December 2002 will exclude DADS except where a Statement of Compliance has been already issued.
9-Jan-2003 Amendment 83	Contribution Rates	Changes have been made to the contribution rates for the Burgess Street and Black Flat Drainage Schemes, as a result of periodic reviews of those schemes. The new increased rate for Black Flat Drainage Scheme will become effective from 10 March 2003. The new reduced rate for Burgess Street Drainage Scheme will be implemented immediately (i.e. from 9 January 2003).

9-Jan-2003 Amendment 81	Contribution Rates	Changes (increases) have been made to the contribution rates for the Burgess Street and Black Flat Road Drainage Schemes. The increased new rates will become effective from 9 Jan 2003.
8-Jan-2003 Amendment 80	Scheme Maps	The boundary of the Pakenham Creek DS has been amended in the south-east corner of the scheme to maximise the area required to drain via Pakenham Creek into the Deep Creek Retarding Basin to minimise impacts on downstream rural land.
2-Jan-2003 Amendment 79	Contribution Rates	Changes (increases) have been made to the contribution rates for the East Morton and Henderson Creek Drainage Schemes, as a result of periodic reviews of those schemes. The increased new rates will become effective from 1 March 2003.
17-Dec-2002 Amendment 78	Scheme Maps	There have been changes to two Drainage Scheme boundaries: 4653 - Broad Gully Drainage Scheme The scheme boundary has been changed to exclude an area zoned Environmental Rural Zone 3. 4681 - Doreen Drainage Scheme The scheme boundary has been extended to include three new pockets of land that will be developed under the City of Whittlesea's Mernda Strategy Plan.
21-Nov-2002 Amendment 77	Scheme Maps	Yuroke Creek DS (4360) has been removed from the Land Development Manual maps. It had previously been erroneously included. It is not yet an approved drainage scheme.
9-Oct-2002 Amendment 76	Contribution Rates	Following reviews of the Fitzgerald Road (607), Lysterfield West (802) and Troups Creek West Branch (606) Drainage Schemes, the contribution rates for those Schemes have been recalculated. The increased contribution rates for the Lysterfield West and Troups Creek West Branch Schemes will become effective on 1 January 2003. The reduced contribution rate for he Fitzgerald Road Scheme will be implemented immediately.
4-Sep-2002 Amendment 75	Scheme Maps	Please note that amendments have been made to the boundaries of the Jackson's Rd North (302) and Kilsyth West (410) Drainage Schemes. The changes have been made to more accurately reflect the extent of development that is expected to be served by those Schemes.
28-Aug-2002 Amendment 74	Contribution Rates	The contribution rate for the Valley Road Drainage Scheme has been reviewed. The new rate takes effect from 1 November 2002.
28-Aug-2002 Amendment 73	General	Please note that the User Registration application form has been updated. There are changes to the Melbourne Water contact details, and minor amendment to the wording, including a Privacy Statement.
21-Aug-2002 Amendment 72	General	The Land Development Manual's Contributions Table, which can be accessed directly via the Contributions Table icon in the Navigation Box, has been amended to now include the DADS Contribution Rates, in addition to the Drainage Schemes Contribution Rates and Corridor Contribution Rates.
21-Jul-2002 Amendment 71	Contribution Rates	Following a review of the Steele Creek Drainage Scheme, the contribution rate has been adjusted. As the new rate is lower than the previous rate, the new rate becomes effective forthwith.
4-Jul-2002 Amendment 70	Scheme Maps	Introduction of Officer Drainage Scheme - (Melway pgs: 214 & 215). An investigation is currently underway to set up a new drainage scheme in the Officer area. The investigation covers the area generally situated north of the proposed Princes Freeway, east of Pink Hill, south of the Electricity Transmission lines and west of Gum Scrub Creek covering approximately 13.4 square kilometres. Please note that Interim Rates will be effective from 5 Sep 2002.

13-Jun-2002 Amendment 67	Contribution Rates	The Residential Contribution Rate for the Aitken Creek Drainage Scheme has been amended due to the discovery of a typographical error. The change has immediate effect. If any developers feel that this correction raises particular issues for them, they should contact Melbourne Water to discuss further.
30-May-2002 Amendment 66	Contribution Rates	The contribution rate for the South Morang Drainage Scheme has been changed to correct an error in the rate previously published. The correct rate has now been listed and takes effect immediately.
4-Feb-2002 Amendment 65	Contribution Rates	Please note that the contribution rates for Area 2 of the Skeleton Creek Drainage Scheme No 4070 have been updated, effective from 2 June 2002.
14-Mar-2002 Amendment 64	Scheme Maps	Please note that the following changes have been made to the Maps on the Melbourne Water Land Development Web site. The boundary of the Broad Gully Drainage Scheme, number 4653, has been adjusted, but there has not been any change in the contribution rates applicable to this scheme. The map showing the location and boundary of the Collard Road Drainage Scheme number 4642, has also been added to the Maps. This drainage scheme was in fact added to the Land Development Manual Contributions table late last year, but the addition of the Scheme to the Maps facility was inadvertently over-looked at that time.
6-Mar-2002 Amendment 63	General	NOTES ON RECENT MELBOURNE WATER REVIEW OF DRAINAGE SCHEMES AND THEIR CONTRIBUTION RATES. The following notes provide further information about the amendments to Drainage Scheme Contribution rates that were announced yesterday. Melbourne Water has been undertaking a review of all drainage schemes. This included an assessment of whether current hydraulic and water quality standards are met, and provision of additional works within the schemes (where required). The scheme rates have also been reviewed using a "net present value" financial model. Where additional works are proposed in schemes, only a percentage of the cost of these works, equal to the percentage of the area of land still to be developed in the scheme, will be funded by the scheme. That is, if 50% of land in a scheme is still to be developed, then only 50% of the cost of additional works will be funded by scheme contributions - this is to ensure that future developers are not paying for works to serve existing development. In some areas, scheme rates will increase due to applying a consistent approach to drainage scheme reimbursements. For example, Crib Point, Baxter West and Baxter East Schemes were originally set up so that developers were reimbursed for pipeline costs less the cost equivalent of a 300-mm diameter pipeline. These schemes will be altered to be consistent with all other schemes and the full cost of pipelines will be reimbursed. Therefore, while drainage scheme contribution rates will go up, the higher reimbursement for works should mean no net increase in cost to developers.

The adjustment will include the introduction of an Industrial/Commercial contribution rate, and an adjustment to the existing Residential contribution rates.
9-Oct-2001 Amendment 59	Contribution Rates	Please note that the contribution rates of the following drainage schemes have been updated. - Ballarto Road Drainage Scheme No 1202 - Berwick South Drainage Scheme No 0615 - Hallam North Road Drainage Scheme No 0501 - Rockleigh Park Drainage Scheme No 0518 The effective date for the new increased rates for Hallam North Road Drainage Scheme is 3 December 2001. The effective date for the reduced rates for Ballarto Road, Berwick South and Rockleigh Park Drainage Schemes is 9 October 2001 (immediately).

23-Aug-2001 Amendment 57	Forms	Amendment to Form A. As a result of recent internal changes within Melbourne Water, a minor, but important alteration has been made to the 'Application for Offer of Drainage Conditions' form, which is found as the downloadable Form A in the Standard Forms section of Agreement Information. A new field, 'Municipality' has been added to the Details of Development information section of the form, near the top of page two. It is requested that care be taken to ensure that this field is always completed. It is expected that provision of this information to Melbourne Water will assist in more efficient processing of the application within Melbourne Water.
