Contribution Rates | Melbourne Water has approved an increase to the Stormwater Quality Offset Rates, which are used to consistently and equitably apply water quality standards to all urban development inside and outside of drainage schemes. These rates provide a mechanism for developers who cannot meet stormwater quality standards for their development to pay an offset to Melbourne Water who will provide treatment elsewhere in the catchment. For all areas outside of greenfield drainage schemes and in redevelopment schemes, the Stormwater Quality Offset Rate will increase. The Stormwater Quality Offset Rates also apply in greenfield drainage schemes where adequate water quality measures have not been provided. For these schemes the water quality component of the contribution will be increased. All new rates have been published in the contributions section of the LDM and will be effective from 15 June 2008. Further information on the offset strategy and the ability to reduce water quality contributions can be found in the LDM and the Stormwater Quality Offset Fact Sheet (115kb PDF Document). Please note that the rate rise for Derrimut DS (4100) published on 5 March 2008 is now superseded by the new rate resulting from the increased Stormwater Quality Offset Rates. The new rate for this scheme will be effective from 15 June 2008. As a result of annual financial reviews, the contribution rates for Baxter West DS (2323) and Broad Gully DS (4653) have decreased, and the new rates are effective immediately. As a result of annual financial reviews, the contribution rates for Troups Creek West Branch DS (0606), Golf Links Road DS (0629), Cranbourne Central DS (0703), Bowen Road DS (1124), Lathams Road DS (1230), Kinlora DS (2326) and Skeleton Creek South DS (4070) have increased, and will be effective from 15 June 2008. Please note that for some of these schemes a portion of the rise is attributable to the increase in Stormwater Quality Offset Rates. |

Contribution Rates | Melbourne Water is increasing its interim contribution rate for greenfield schemes from $21,000/ha to $32,000/ha (hydraulic component $21,000/ha and water quality component $11,000/ha). This follows an extensive review of the interim contribution rate involving consultation and support from the Drainage Scheme Review Group, which involved a number of industry representatives. A standard interim contribution rate is applied when work commences on preparation of a new scheme, and applies until either a preliminary rate (forecast final rate) or a final rate is adopted. The interim contribution rate is intended to be 'typical' of the final rates applied in greenfield schemes. The current interim contribution rate has remained unchanged since 1998, and therefore understates the cost of providing drainage infrastructure. The new interim rate is an average of the final rates adopted in recent schemes, and hence provides improved equity between early and late developers. Note that developers should not rely on any interim contribution rate for undertaking development feasibility assessments as catchment specific issues may result in a higher final rate. This contribution rate rise is effective in two months time, from 5 March 2007. It is intended that the interim contribution rate will be reviewed on an annual basis in future. General | Important Changes to Stormwater Quality Requirements for Residential Subdivisions On 9 October 2006, the new Sustainable Neighbourhoods Provisions (Clause 56 - Residential Subdivisions) came into effect (http://www.dse.vic.gov.au/planning/). The new provisions require that the urban stormwater management system 'must be designed to meet the current best practice performance objectives for stormwater quality, as contained in the Urban Stormwater Best Practice Environmental Management Guidelines' (Clause 56.07-4). Within the Port Phillip and Westernport catchments it may be possible to satisfy the water quality requirements in Clause 56 through a financial contribution towards regional works (stormwater quality offsets). These offsets may be available for developments which are located inside a greenfield scheme which provides stormwater quality works and for smaller developments outside of schemes (less than 1 ha). Councils, as the Responsible Authority for implementing Clause 56 will determine whether a development may satisfy the stormwater quality objectives through offsets. Where the Responsible Authority wishes to grant a developer the option of an offset, an application should be made to Melbourne Water in the prescribed form. The application form must be completed in full, including endorsement by the Responsible Authority of the performance standard that is to be achieved through offsets. Current arrangements still apply for industrial and commercial developments referred to Melbourne Water. General | As of 18 November Melbourne Water's responsibilities for floodplain, regional drainage and waterway management have been extended to cover the majority of the Port Phillip and Westernport catchment, as indicated in the map below.![]() The boundary extension was approved by the Minister for Water and published in a special edition of the Victorian Government Gazette (#224). Melbourne Water has been working with the Councils in the new areas to prepare for the handover of these management responsibilities and has also created a new "Rivers and Drainage" group to provide an ongoing single point for focused delivery of these services. We look forward to working with developers and consultants in this new region. In the case of new subdivisions and developments, Melbourne Water will be the referral authority (through local councils). As the referral authority, we will work with applicants to ensure proposed developments meet current standards for drainage. This is a consultative process to help applicants plan and develop properties, buildings and structures so they are safe from flooding without compromising the safety of other properties, and do not adversely impact upon waterway environments. |

The first price determination for residential and non-residential water, sewer and drainage services for customers in metropolitan Melbourne and most of regional Victoria was released in June 2005 and covers the period 2005/06 to 2007/08. The ESC has determined that the pre-tax real discount rate used to convert future cash flows into present value terms, for calculating developer charges, shall change to 5.2%, replacing the current 8.2%. This application of the new discount rate has been limited to active drainage schemes in economic balance at current contribution rates. The new discount rate has affected scheme per hectare charges by up to +/-10 per cent. 2 months notice will apply for rate increases, rate decreases will be effective immediately. Corridor Charges and Process Cost Recovery fees discontinued As previously advised, Corridor contributions will be discontinued from 1 July 2005. The following Process Cost Recovery fees will also be discontinued from the same date in order to reduce transaction costs and improve service efficiency :
Notice of changes to Greenfield Drainage Scheme Contributions for developments < 0.4 ha In the interests of efficiency gains developments less than 0.4 ha in Greenfield Drainage Schemes referred to Melbourne Water as of 1st September 2005 will no longer be required to pay contribution rates. Stormwater Quality Offset Strategy The Melbourne Water Board have approved the introduction of a Stormwater Quality Offset Strategy to consistently and equitably apply water quality standards to all urban development inside and outside of drainage schemes. The strategy provides a mechanism for developers who cannot meet stormwater quality standards for their development to pay an offset to Melbourne Water who will provide treatment elsewhere in the catchment. In drainage schemes, where adequate water quality measures have not previously been planned, the water quality component of the contribution will be increased. Increases have been capped at 25% or $4000/ha. Outside of greenfield drainage schemes and in redevelopment schemes, a general area water quality rate will apply. This general area water quality rate will replace corridor charges. All new rates have been published in the contributions section of the LDM and will be effective from 1st September 2005. Redevelopment Drainage Schemes The Melbourne Water Board has recently approved two Redevelopment Drainage Schemes (RDS). These Schemes are Fulton Rd RDS in the City of Whitehorse and Maidstone-Braybrook RDS in the City of Maribyrnong. Redevelopment Drainage Schemes ensure that redevelopment of a catchment does not result in the existing level of drainage service being diminished. Works are sized to cater for the increased runoff resulting from denser urban development. The cost of these works is apportioned back to those who develop. Contributions will be applicable from 1 September 2005 and can be calculated by visiting the Land Development Manual (LDM) contributions sections and clicking on the "calculate" link. |

The Drainage scheme area maps form a key feature of the web site. Problems included poor picture resolution and a hit and miss method of drilling down through the three layer map base. The maps and navigation tools have now been enhanced. Maps may now be accessed via key maps overlaid with a Melway page grid with major roads labelled. Alternatively a drop down list of Melway pages appears on the key maps or a subscriber can access the maps via a short cut key from the contribution rates table. General | DADS CONTRIBUTION DISCONTINUED A recent review of Melbourne Water's developer charges supports the continuing need for cost recovery of works downstream of drainage schemes, where the works are to cater for to altered flows and water pollution attributable to development within the upstream drainage schemes. The review also identified that improvements in nexus and transparency could be achieved by incorporating the cost of such downstream works into individual drainage schemes. As the Development of Authorities Drainage System (DADS) contribution rate was based on the cost of regional catchment works rather than those attributable to individual drainage schemes, it has been discontinued in favour of reviewing and updating individual drainage schemes. The review process is expected to take a considerable period of time to complete. During this period there will be no DADS replacement charge levied. Therefore, effective from Friday 20 December 2002, the DADS contribution no longer applies as a component of developer contributions for drainage schemes. The decision to discontinue DADS was noted by the Board of Melbourne Water on Thursday 19 December. · The effective date is 20 December 2002. All offers made from this date forward no longer include DADS. · All payments stamped "received" or "paid" by Melbourne Water from this date onwards will have the DADS component refunded. · Any area credits processed on or after 20 December 2002 will exclude DADS except where a Statement of Compliance has been already issued. |

General | NOTES ON RECENT MELBOURNE WATER REVIEW OF DRAINAGE SCHEMES AND THEIR CONTRIBUTION RATES. The following notes provide further information about the amendments to Drainage Scheme Contribution rates that were announced yesterday. Melbourne Water has been undertaking a review of all drainage schemes. This included an assessment of whether current hydraulic and water quality standards are met, and provision of additional works within the schemes (where required). The scheme rates have also been reviewed using a "net present value" financial model. Where additional works are proposed in schemes, only a percentage of the cost of these works, equal to the percentage of the area of land still to be developed in the scheme, will be funded by the scheme. That is, if 50% of land in a scheme is still to be developed, then only 50% of the cost of additional works will be funded by scheme contributions - this is to ensure that future developers are not paying for works to serve existing development. In some areas, scheme rates will increase due to applying a consistent approach to drainage scheme reimbursements. For example, Crib Point, Baxter West and Baxter East Schemes were originally set up so that developers were reimbursed for pipeline costs less the cost equivalent of a 300-mm diameter pipeline. These schemes will be altered to be consistent with all other schemes and the full cost of pipelines will be reimbursed. Therefore, while drainage scheme contribution rates will go up, the higher reimbursement for works should mean no net increase in cost to developers. |
